Job Summary:
General Role Description:
- Leading the SHDR Construction Management Team. This role carries executive management level responsibility with specific focus on:
- Safety, Health, Environmental Compliance, International Labor Standards and Security - SHEILSS – both on site and off site.
- Quality Assurance and Quality Control – QA/QC – both on site and off site.
- Logistics - both on site and off site.
- Document Control
- Procurement and administration of Goods and Services under CM
- Leads the CM Core Team in determining the strategy for leading and implementation of these functions to achieve international level of performance.
- Sets up and manages the procedures to undertake the above, working with the outsourced construction management teams (CMC), Jian Lis, General Contractors (GCs) and specialist consultants.
Core functions and Responsibilities:
- Oversee all Core Team functions on multiple large complex construction projects which constitute SHDR with a workforce of between 12,000 and 15,000 workers.
- Provide medical services required on the resort to provide emergency and primary healthcare.
- Ensure all workers and ancillary individuals comply with all SHEILSS standards – both on site and off site.
- Ensure all SHDR project specifications and local QA/QC code requirements are met.
- Manage and control all logistics within and around SHDR.
- Receive and assess multiple reports on the performance of various parties, determining areas requiring attention, improved procedures and training, promotions, and related penalties and incentive programs.
- Oversee the management of the database(s) of all contractors and vendors.
- Participate in tender assessments.
- Perform risk analysis of incidents and violations and root cause analysis.
- Ensure timely rectification of non-complying work.
- Ensure the orderly flow of construction traffic, SHDR Operations team and guest flow 24 hours a day.
- Coordinate with related government bodies.
- Responsible for personnel management of direct reports to include performance reviews, performance counseling, talent development and training.
- Interfaces with and reports to SHDR executives.
- Adherence to all personnel policies and company handbooks.
Additional Responsibilities:
Project Manual, Employer’s Requirements
- Ensure the relevant parts of the Project Manual and Employer’s Requirements are updated to reflect procedures and contract requirements to achieve the international level of performance.
Security:
- Manage the security of the areas which are controlled by the Management Company, with particular attention to the role of security to control access to the site and to provide a system to enable working hours to be monitored.
Training and Development:
- Establish and oversee the on-going training and development of the project team, in respect to SHEILSS, QA/QC and Logistics.
- Establish a Jianli school and CMC forum to share existing knowledge base on electrical, mechanical, structural, Electrical Equipment Rooms, dust free conditions and themed finishes.
- Establish training to install the Disney difference regarding quality.
Technical skills and experience:
- Minimum of 20 years’ related experience in the construction industry with exposure in leading a team of professionals from various disciplines and culture.
- Recent experience on large complex construction projects.
- Entertainment and theme park experience is desired.
- Extensive knowledge of the related laws and regulations of SHEILSS, QA/QC and Logistics.
- Excellent technical skills and ability to manage numerous resources.
- Proven ability to be a team leader.
- Ability to manage through difficult situations when crises arise, working with the relevant parties.
- Ability to comfortably communicate, both verbally in presentation, conversation and in writing to the project team, contractors, vendors and consultants as well as our government partners in both Chinese and English.
- Exceptional communications and people skills.
- Computer literacy with MS Office and BIM viewing softwares

Education and Training:
- Degree in WDI core discipline such as Construction Management, Civil engineering, other Engineering disciplines, Architecture, Landscape Architecture or related professional.
- Charactered membership of professional bodies in relevant disciplines
- Member of the Institute of Occupational Safety and Health, I.O.S.H.
- Further education in QA/QC preferred.
