职位介绍:
资深项目估算师的职责是在项目概念设计,立项及审批阶段提供估算以确认项目的投资预算,招标管理(包括提供工程量清单,拦标价等),在项目执行直至项目竣工结算阶段负责成本控制、变更管理和风险评估。
工作内容:
为所有分配的项目提供估算支持及全过程造价管理,包括综合设施规划项目及其他部门的估算及全过程造价管理需求。这些项目范围包括现场施工、机电安装、主题饰面及假山塑石,标识标牌、内装修、设计、项目及施工管理等。
项目立项阶段
· 负责执行计量和估算包括主题公园景点、酒店和迪士尼体验的其他扩展等复杂而高度综合的项目。这些项目估算包括整个项目生命周期的现场工作、基础设施、区域开发、设施、室内装饰、主题装饰、演艺布景和游乐设施,即使信息不完整或不明确,并尽量少地需要直接监督。
· 按照方案图纸及规范确认估算的范围和内容
· 确保所有估算工作文件及数据保存
项目招投标阶段
· 招标期间,与造价顾问共同工作以支持公开招标或其他招标,审查和估算技术规格书、图纸和其他支持文件,以确定工作范围和所需的估算内容、工程量清单,拦标价等。
· 提供回标分析报告,协助项目经理检查报价确保工作范围没有遗漏,回标分析审查直至授标。
项目执行及关闭
· 在设计阶段评估所有设计文档并根据当前 EFC/预算估计提供趋势估计和分析。
· 与设计和承包商协作,提供估算、成本数据、分析和情景规划。
· 根据可比/等效的历史数据经验测试估算的合理性。
· 为设计人员和项目团队提供成本指导/价值工程/替代方案。
· 审查并将采购订单、分包合同、生产力分析报告等的历史成本数据纳入估算。
· 在合同执行期,与造价顾问共同工作处理中期付款、变更/索赔管理(包括估算、谈判和结算)。
· 在项目的整个生命周期内提供成本管理,不断量化风险,制定缓解计划,并与项目团队和部门一起预测项目总预计最终成本 (EFC)。
· 监督项目 EFC 总体估算的制定,以获得资本授权。根据范围/设计文档和各部门、施工经理、外部供应商和/或外部服务的实施计划协调估算/招投标。资深项目测量与项目团队一起负责确保估算的完整性。
· 在设计阶段评估所有设计文档并根据当前 EFC/预算估计提供趋势估计和分析。
· 有效地将复杂的财务和估算数据适应不同级别的受众,提供动态项目 EFC 报告。
· 与团队领导合作或协助高层领导制定项目战略、风险缓解措施以及弥补/加速计划。
我们希望您:
· 至少 10 年估算和/或成本控制经验,优先考虑具有完成更高复杂和更高专业要求的能力和经验。
· 特别要求至少有 4 年主题公园类似设施、演艺布景和游乐设施建设的估算经验以及公开招标项目全过程造价管理经验。
· 娴熟的估算及费用管理技术
· 熟练电脑软件操作
· 具备与管理层及项目组(包括项目管理、设计、承包商及供应商等)顺利合作的能力
· 具备通过谈判解决冲突的能力
· 具备指导项目组及第三方QS公司的能力
· 能保持良好的人际关系,有魄力做决定
· 流利的中英文双语能力
· 主题公园、酒店或主题娱乐行业的知识。
· 本科及以上学历,优先考虑工料测量、成本管理或同等技术培训和/或相关经验。
Job Summary:
The Senior project estimator is responsible for estimating and confirming project’s capital budgets during development phases, tendering management incl. BOQ and max price and so on, and then managing the cost control, changes management and risk assessment during a project’s execution phase upon final account and fully close out.
What You’ll Do:
· Responsible for estimating and making full progress cost control on all assigned projects. These projects involve all aspects of work including sitework, MEP installation, theme finishes & rock work, graphics & signage, interior finishes, design, project management & construction management, etc.
Project Initiation
· Responsible for performing take-offs and estimating all portions of complex, highly integrated projects including theme park attractions, hotels and other expansions of the Disney experience. These project estimates include sitework, infrastructure, area development, facilities, interiors, themed finishes, show elements and rides throughout a project’s lifecycle to turnkey, with incomplete or ambiguous information and minimal direct supervision.
· Reviews and estimates proposal specifications, drawings etc. to determine scope of work and required contents of estimate.
· Ensures all working documents and data are maintained to back-up estimate figures.
Project Tender and Bidding
· During Tendering, works with Cost consultancy if any through public tendering or other tendering mechanism, reviews and estimates proposal specifications, drawings, and other supporting documents to determine the scope of work and required estimate contents, pricing documents BOQ and max price.
· Review received bid quotation, prepared tender analysis report, and support Project Managers and Coordinators to check quotations to ensure full project scope of work are covered. Tender return review upon award.
Project Implementation and Closeout
· Evaluates all design documentation and provides trend estimates and analyses against current EFC/Budget estimate during Design Phase.
· Interfaces with designers and contractors to provide estimating, cost data, analysis and scenario planning
· Tests estimates for reasonableness based on comparable/equivalent historical experience.
· Provides design staff and project team with cost guidance/value engineering/alternatives.
· Reviews and incorporate historical cost data from purchase orders, subcontracts, productivity analysis reports, etc. into estimates.
· During post-contract, work with 3rd party Quantity Survey consultant if any on Interim payments, changes/claims management including estimating, negotiating, and settlement.
· Provides cost management during the entire life cycle of a project, continually quantifying risks, developing mitigation plans and forecasting the total project Estimated Final Cost (EFC) with the project team and divisions.
· Oversee development of total project EFC estimate for capital authorization. Coordinates discrete estimates/bids based on the scope/design documentation and implementation plan from Divisions, Construction Manager, outside vendors and/or outside services. The Senior Project Estimator, along with the project team, is responsible for ensuring completeness of any estimate.
· Evaluates all design documentation and provides trend estimates and analyses against current EFC/Budget estimate during Design Phase.
· Effectively adapts complex financial and estimating data to audiences of varying levels, dynamic project EFC reporting.
· Works with team leadership or assists Executive leadership to develop project strategies, risk mitigations, and recovery/acceleration plans.
What To Bring:
· Minimum 10 Years estimating and/or cost control experience with a preference toward experience with projects of higher complexity and increasing professional responsibility.
· At least 4 years full progress cost control experience and estimating experience in similar Facility, Show and Ride construction of Themed Park strongly desired.
· Advanced knowledge of estimating techniques and cost controls.
· Proficient in PC programs.
· Ability to work successfully with all levels of management, all project team members (project management, design, contractors, vendors, etc.) to achieve team goals.
· Ability to resolve conflicts and negotiate successfully.
· Ability to provide guidance to the project team and to 3rd party Quantity Survey consultant as applicable.
· Demonstrated decision-making and relationship building ability.
· Bi-lingual (Fluent in English and Mandarin)
· Knowledge specific to the Themed Park, Hospitality or Themed Entertainment industry.
· Bachelor or above, preferred in Quantity Surveying, Cost management, or equivalent combinations of technical training and/or related experience.
