Job Summary:
项目控制规划师,资深
综合职责(General)
在极少监督的情况下,能够履行项目控制规划师的所有职责,并额外承担以下综合职责及规划/排程工作:
- 制定并实施工作分解结构(WBS)
- 预判关键指标,主动制定管理和控制报告以进行信息传达
- 针对计划偏差制定并分析缓解措施
- 阅读并理解设计图纸
- 与项目团队共同制定项目策略、风险缓解措施以及恢复/加速计划
- 制定项目范围文件、估算/进度基准、策略及风险文件
- 管理挣值(EV)系统的实施,并分析绩效与挣值之间的影响
- 为项目控制相关的招标包准备合同文件,包括控制与报告规范、里程碑及预算
- 通过培训和经验总结向团队贡献知识
- 根据需要管理实习生及员工
规划 / 排程(Planning / Scheduling)
- 制定高度整合的项目全生命周期及生产进度计划
- 主导创意、演艺、骑乘设施、园区设施、区域开发、测试与调试等专业的规划工作
- 制定项目分阶段计划
- 与供应商及分包商协作,影响其进度计划、缓解措施及加速方案
- 根据需要制定片段进度计划(fragnet schedules)及专项报告,聚焦关键事项并使团队与进度要求保持一致
- 制定并实施整合输入矩阵
- 规划并分析项目资源需求,充分考虑进阶影响因素,如轮班作业、相互依赖关系、节假日日历及季节性生产力变化
- 主导规划与协调会议
- 理解直接和间接的项目排序关系,包括标准关系的典型变通方案及相关风险
项目复杂度(Project Complexity)
负责复杂项目的专业级控制,或复杂项目的区域级控制(如复杂游乐设施、高度主题化园区的区域开发、物流复杂的交付等)。
商业敏锐度(Business Acumen)
具备工程、建筑、制作、规划或施工等领域的学习背景,或在这些领域具有同等工作经验。精通关键路径法(CPM)排程、资源规划、挣值管理、变更管理或成本控制与估算。了解项目管理基本原则。理解项目/工作室交付计划及策略,并能在实施中发挥作用。对业务驱动因素及市场状况有基本了解。能够撰写高管级商务沟通文件及演示文稿。能够向员工传达想法、更新及方向。能够制定商务立场。
风险管理(Risk)
参与风险识别、评估发生可能性、量化影响、制定缓解计划,并建立必要的应急计划或预案,以生成可靠的项目成本及进度预测。开发工具以帮助项目团队理解风险及当前状态。
领导力 / 权限(Leadership/Authority)
- 根据高层领导要求,为人员配置决策提供意见或建议,包括参与面试流程
- 能够监督、指导并培训助理及项目控制专员
- 能够指导外部顾问的项目控制人员

教育背景(Education)
四年制本科学位, preferably 为技术领域,如工程、建筑、施工管理,或具有同等规划工作经验

Senior Project Planner
General
Under minimal supervision, can perform all the duties of a Staff Project Controls Planner, and, in addition, will perform the following general duties and planning/scheduling:
• Develop and implements the Work Breakdown Structure (WBS)
• Anticipate key indicators and proactively develops management and control reports to communicate
• Develop and analyzes mitigations for variances to plan
• Read and interpret design drawings
• With project team, develop project strategies, risk mitigations, and recovery/acceleration plans
• Develop project scoping documents, basis of estimate /schedule, strategy, and risk documents
• Manage the implementation of Earned Value (EV) system and analyzes implications of performance against EV
• Prepare contract documents for bid packages for Project Controls including controls and reporting specifications, milestones, and budgets
• Contribute knowledge to team to training and lessons learned
• Manage interns and staff as required
Planning / Scheduling
• Develop highly integrated project life cycle and production schedules
• Lead discipline planning for creative, show, ride, facility, area development, test and adjust
• Develop project phasing plans
• Work with suppliers and subcontractor to influence schedule plans, mitigations, and acceleration
• Develop fragnet schedules and specialty reports as needed to focus on critical items and align team to progress requirements
• Develop and implements integrated input matrix
• Plan and analyzes project resource requirements with consideration to advanced implications such as shift work, interdependencies, holiday calendars and seasonal productivity variation
• Lead planning and coordination meetings
• Understand direct and indirect project sequencing relationships including typical workarounds to standard relationships and associated risks
Project Complexity
Discipline level controls for complex projects or area controls for complex projects (Complex attractions, area development for highly themed land, logistically complicated delivery, etc).
Business Acumen
Courses of study in engineering, architecture, production, planning, or construction or equivalent working experience in these fields. Thorough knowledge of Critical Path Method
(CPM) scheduling, resource planning, earned value, change management or cost control and estimating. General knowledge of project management principles. Understands the project/studio delivery plan and strategies and role in implementation. General understanding of business drivers and market conditions. Develops executive business communications and presentations. Communicates ideas, updates, and direction to staff. Develops commercial positions.
Risk: Participate in the identification of risks, assessment the likelihood of occurrence, quantification of impacts, development of mitigation plans, and establishment contingency or plans necessary to produce reliable project cost and schedule projection. Develops tools that help the project team understand the risk and the current status.
Leadership/Authority
• Provide input or recommendations for casting decisions, as requested by senior leadership, including participating in the interviewing process
• Ability to supervise, mentor, and train Associate and Staff Project Controls Specialists
• Ability to direct outside consultants Project Controls staff
• Participate in performance assessment and feedback
Provide leadership for interns, associates, staff, and outside consultants as needed. Generally serves as a SME providing indirect leadership and coaching to staff. Position may supervise up to six people depending on project variables.
Serve as a SME and contributes knowledge to team through training and sharing lessons learned. Participates in development initiatives or committees. Collaborates with other disciplines and external organizations. Serves as an informal mentor.
Discretion/latitude
Routine day to day decision making authority on Project Controls issues with moderate impacts to project delivery plan (and through consultation with Project Management). For complex items or items with a significant commercial, staffing, or schedule impact, works with principal, lead, or functional leaders in decision making.
Self-starter that works under minimal supervision and actively seeks out guidance, as required, from principal or lead staff to efficiently conduct job duties. Requires supervisory guidance for complex problem solving.
Communication/Influence
Frequent communication, reporting, and interactions with project and studio team members including vendors and outside consultants on complex topics. Fosters collaboration across various stakeholders to develop integrated and fully supported Project Controls plans, strategies, mitigations, and forecasts. Contributes in project leadership meetings and serves a trusted source of information and reliable analysis to project and studio leadership. Able to summarize communications for management or executive presentations.
Able to generally influence commercial and schedule decisions through clear identification of critical issues and drivers, thoughtful analysis, change management, and risk assessment. Works with suppliers and subcontractor to influence schedule plans, mitigations, and acceleration and supports negotiation of project change orders.
Education
4 year undergraduate degree, preferably in a technical field such as engineering, architecture, construction management, or equivalent work experience in planning
Discipline related professional certification or industry relevant continuing education desirable
Specialized Skills
• Ability to supervise staff, consultants, and suppliers including setting goals, prioritization of tasks, coordinating work, and managing time
• Knowledge of different types of contracting and procurement agreements and the impacts on Project Controls
• Strong meeting leadership, facilitation, and alignment skills

Experience
• Minimum five years in engineering/manufacturing/construction (non-residential) or six years major theatrical production experience
• Minimum one year supervisory experience
• Themed entertainment experience preferred
· Minimum five years CPM scheduling experience
· Confident speaker, Able to speak in front of large groups.
